This paper represented our first articulation of the literature review process that led to the development of the FoNS framework. It described seven of the eight categories now thought to comprise FoNS. These were number recognition, systematic counting, awareness of the relationship between number and quantity, quantity discrimination, understanding different representations of number, simple arithmetic competence and awareness of number patterns. At this stage, estimation had not been confirmed as the eighth category.
