Research project Freedom of choice and competition in Swedish preschool: Effects on staff and segregation.

In this research project, we study how market reforms within the Swedish school system have changed the labour market for preschool staff, by investigating whether exposure to competition from private contractors has affected wages, staff turnover, and sickness absence among preschool staff.

The market-based reforms of the early 1990s introduced parental choice and private provider competition into the Swedish preschool sector. Our project studies this development with particular focus on i) the preschool workforce, and ii) preschool segregation. We apply statistical methods on detailed register data, and study how private provider entry in local labor markets affects wages, job mobility and sickness absence among preschool workers. We also study how the composition of children local preschools is affected when a private preschool enters.
